Haskell County Conservation District Annual Meeting
The 61st Annual meeting
of the Haskell County Conservation District was held Monday, January 25, 2010
12:00 p.m. at the Commercial Building Haskell County Fairgrounds Sublette,
Kansas with 99 in attendance.
At 11:50 p.m., Chairperson Grant
Webber thanked everyone for attending the annual meeting and introduced Daniel
Williams to give the invocation.
After a fine meal, cooked by the
board, of grilled rib-eye steaks, baked potato, green beans, salad, and a drink,
Grant Webber called the meeting to order at 12:30 p.m. Grant welcomed everyone
to the Annual Meeting. Grant thanked all the sponsors for their generous
donations. Grant introduced the Board Members: Darcy Alexander, Keith
Williamson, Chris King, Mike Pickens, and District Manager Bill Decker. Grant
recognized the County Commissioners, Bill Lower, Ray Brown, Gene Ochs, and Jason
Maxwell. Grant recognized Natural Recourses Conservation Services (NRCS) Dan
Meyerhoff, Assistant State Conservationist, District Conservationists Gary
Headrick, Dennis Wieberg, Sara Fredrickson, and NRCS Soil Technician James Pena.
Grant recognized Ashley Heatherman Haskell County Farm Service Agency CED. Grant
recognized Caroline Quillin from Seward County.
Grant Webber recognized the
Scholarship winners: Sublette graduate, Weston Burcham and Satanta graduate,
Joshua Dunn. Their scholarships were awarded at the end of the 2008-2009 school
year. Grant recognized the 2009 Poster contest winners. 1st place
winner Levi Whaler and 2nd place winner Bennet Miller. Grant
explained the winners of the poster contest each won a new bicycle, awarded in
October. Grant introduced Keith Williamson. Grant and Keith drew names for door
prizes from Love Buds, Hi-Plains Auto Supply, Pioneer Communications, and
Haskell County Conservation District.
Grant Webber asked the attendees
to look over the minutes of the last annual meeting held on January 26, 2009,
which is printed in the program. Grant asked if there were any questions or
amendments. No questions or amendments were made. Grant asked for a motion to
accept the minutes of the last meeting as written. Virginia Webber made a motion
to accept the minutes of the January 26, 2009 annual meeting. Rhesa Webber
seconded and motion carried.
Grant Webber asked the attendees to look over the
Financial Report, which is printed in the program. Grant reported the three
funds; Operations Fund, Enterprise Fund, and the Environmental Fund. Grant asked
if there were any questions from the floor about the financial report. No
questions were raised. Grant asked for a motion to accept the financial report.
J R Rieger made a motion to approve the 2009 Financial Report. Gale Frank
seconded and motion carried.
Grant Webber introduced
Vice-Chairperson Keith Williamson. Keith Williamson reported the term of Mike
Pickens was expiring. Keith read the election rules and requirements listed in
the program to the attendees. Keith presented the board nominee, Mike Pickens to
run for re-election. Keith opened the floor for additional nominations. Keith
asked three times for nominations, no nominations were received. Ballots were
handed out to the eligible voters by the board members. Ballots were gathered.
Grant Webber introduced Rhesa Webber, Centera Bank Vice-President, and Lacey
Noterman, Haskell County Extension Agent.
Rhesa Webber and Lacey Shapland presented the
Banker’s Awards. The Soil Conservation Award was awarded to Daymon and Marilyn
Yost for their past and present conservation practices. The Windbreak Award was
presented to Sherwyn and Carrie Unruh for their established windbreak in Haskell
County.
Grant introduced Ashley Heatherman FSA Haskell
County CED. Ashley spoke on Conservation Reserve Program and other interesting
programs.
Grant Webber thanked Ashley for her presentation.
Keith Williamson reported 48 votes for Mike Pickens. Mike will each serve a
three year term on the board. Grant thanked all the sponsors and everyone for
attending the annual meeting and extended an open invitation to come back next
year. Keith Williamson made a motion to adjourn. Mike Pickens seconded and
motion carried. The meeting was adjourned at 1:35 p.m.

Sign-up will conclude June 24 at 4:30 p.m. June 25 supervisors will rank all
applications and allocate funds until all State NPS & WRCSP Funds and County
OSW Funds are exhausted. If funds are available, sign-up will be continuous and
applications ranked and funds allocated at the next monthly board meeting.
"Funding
provided by the State Conservation Commission through appropriation from the
Kansas Water Plan Fund. County funds are provided by Haskell County through the
district’s Operations Fund."
Farm Changes
It is vital that you notify your local USDA Service Center if changes have been made to any of the farms you have an interest.
Changes to report include ground that has been bought or sold, share
percentage or type of arrangement (cash rent or share rent), or if one
or more owners or operators should now be listed as a trust,
corporation, partnership, or estate.
Power of Attorney
NRCS
and FSA no longer
share power of attorney (POA) forms. If you plan on appointing someone
power of attorney for land rights you will need to contact NRCS for a
new POA form.
Signing Program Documents Properly
Signature policies are being strictly enforced by
FSA Offices when it
comes to properly signing program documents. If these policies are not
followed you may be jeopardizing your benefits and may have to refund
program payments.
Spouses may sign documents on behalf
of each other, but not for their spouse’s interest in partnerships,
corporations or other similar entities, or to further delegate authority
on an FSA power of attorney. This will be followed unless written
notification denying a spouse this authority has been provided to the
FSA Office.
Individuals may grant other
individuals or entities authority to sign documents on their behalf
based on FSA power of attorney form (FSA-211).
General Partnerships must file any
formal partnership agreement with the FSA. If there are no restrictions
in the partnership agreement then any one general partner may sign
program documents on behalf of the general partnership and bind all
members. If there are no formal partnership papers any general partner
may sign on behalf of the general partnership.
**All members of a
Joint Venture must sign unless an
individual is authorized to act on behalf of the JV and bind all
members. This could be accomplished by all members signing a form
FSA-211 granting power of attorney to an individual for the JV.
Corporations, limited partnerships, limited liability partnerships,
limited liability companies and other similar entities
will be required to provide documentation
that the officers have authority to sign on behalf of that entity.
These documents may include the corporate charter, bylaws, papers
executed according to State Law, or a resolution by the board of
directors signed by the secretary or other officer
other
than the designated agent. If the
entity documents allow for redelegation of signature authority then the
person authorized to sign for that entity may execute an FSA-211.
Estate, Trust, Conservatorship or Guardianship
type entities will need to provide the FSA with a document executed
according to State law which states who can sign as administrator,
executor, trustee, guardian, receiver, or conservator. Types of
documents may include court orders of appointment, court approved
certificate or letter of administration, trust agreement or last will
and testament that established the trust, or other similar document
approved by FSA’s regional attorney. These documents must be signed or
certified by an officer of the issuing court except those approved by
the FSA regional attorney.
The above descriptions are the most common type of entities which do
business with FSA. Your local office may soon be contacting you for
documentation of signature authority for your farming interests. They
could also provide you with guidance on how the signature should be
written, but in many cases the words “by” or “for” must be included in
the signature. If you submit a program application without having
established signature authority on file with FSA your application will
be incomplete.
